Yes, this absolutely.
Given that Scott actually interacted with Delphine on a regular basis I'd say he's much more knowledgeable about giving Cosima advice on her. But also it just makes more sense for Cosima to listen to Scott's advice since they're better friends than Cosima and Felix are.
