It is. But it was also meant to connect book 1 to book 2.
Well the facility that was being raided was one that was owned by Liliac's father even though it was thought to be another company's. They were working on I forget what something to do with hyperspace and it's why the ship in book 1 crashed I believe. I don't remember the details but I don't think they worked out all the kinks.
Tarver suspected that Liliac's father (which he didn't know Liliac at the time. I can't think of the last name) sent the mercaneries in to kill the scientists there so they could talk.
