I would respectfully disagree that the storylines Raj has been getting are the writers not caring about his character. I think Raj has dealt with a lot with his selective mutism, and a big part of losing that has been demonstrating that not being able to talk to women was never really his problem, it was his own insecurities. Being alone for so long, Raj was left with a lot of time to fantasize and romanticize relationships, and now is experiencing a real ones and finding they aren't always ideal. I think it makes sense that Raj's road has been so messy - it really seems the only way to go when you get a character like Raj.
All to say, that I think it makes sense that Raj hasn't experienced much emotional growth in the last little while. I think it's going to be a long road for him.
