Yep. The easy part is Make A Gif - Animated Gifs Maker, Free Gif Creator Online where you can create a gif from a YouTube video. The trickier part is adding the text. I use a couple of different online tools for that.

Of course, the trickiest part is finding a YouTube video of the scene you want - but I got lucky. YT
