That's what I think as well and I think Mr. Kaplan is the one who is in charge of telling Lizzie the whole truth should something happen to Red. I think that's what he was referring to before she left his 'hospital' bed in 1x19.

That she knows what she has to do... And it maybe even included the Fulcrum back then.
