If Rumple gave the pen and ink to the author to write it in SB while Regina was away, and instructed the author to pen the 'meeting and circumstances', I can see it as a maybe. Rumple could be capable of that if he wanted to get back at Regina for what she did to Belle!
But, yeah, agreed much of it seems very un-Robin like. The writing is definitely to blame.
