and there's a whole section about that in the book as she sings the song she realizes how every line relates to their relationship. and I liked what they did in the movie where it's Peeta's last interview and the rebels hack into their system so he can see the footage of Katniss singing the line "
the dead man called out for his love to flee", and that's when Peeta warns her that they have to take cover because the Capitol is going to attack them.
although it's not explained as clearly in the film as in the book, I think it can still be felt that the song is addressed to Peeta (:
