I think people took the whole quote about "peace" to literally. I think Grams brought Bonnie back to the 90s, cause that was the only place she knew where Bonnie could get her magic back and still live.
Every magic has a consequence, and as it shown, Grams would do anything to protect her own... so she just didn't want Bonnie to stay dead so she had to do what she had to.
I think eventually Bonnie will find her way back and that's the peace Grams was talking about.
