You are right, Blue Bird has the highest rating - based on votes on IMDB. But it's tied with Strawberries and Cream - both parts - and Fire and Brimstone. And S&C2 got the most votes ofr the top four.
What is really curious is that Red John got the most votes of all the episodes - but wound up at the bottom in terms of voter ratings.
According to Wikipedia, the episode with the most viewers was "Crimson Casanova" with 19.7 million US viewers. In fact, the top 14 in terms of number of US viewers are all in Season 1.
