They may be "stalling" for Annie/Auggie, but its so badly done. Its like they don't acknowledge what happened last season with them. It doesn't help matters they pushed a "reset" Auggie's character as well.
At least with Haven even when they were "stalling" with the Audrey/Nathan relationship they did it in a way that made sense for the storyline. They would give hints of the Nathan/Audrey relationship throughout the seasons. It feels more organic to the storyline. Now I can't say anything about S5 for reasons, but I think even then it won't be "bad" writing.
