Answer: (good question, btw) Sydney jogs through the park and drops a coin into the cup of a CIA agent pretending to be a homeless war veteran. He radios her approach and the guys at the Ops Center watch her on surveilance footage to see if she's being followed. When they clear that she's alone they make a broken call box phone ring.
