And if you're not talking about a U.S. licence, then it must just be that thing where you have to pay every year to keep your insurance/licence valid. At least, I think that's how that works here in Quebec.

Unless I'm very much mistaken, people can try to find help for addicts, until an addict decides to help themselves, there's not much anyone else can do.
Of course, as a recovering addict yourself, you'll have a perspective on this tragic death that I can't have.
