It makes perfect sense to me.
She cast the curse and won. Everyone in FTL lost their memories, Snow and Charming were separated as a result of that, Rumpel didn't remember their deals, etc. Thus, in Regina's mind, she thought that she was going to be truly happy in SB. But she wasn't, unfortunately.
Like you said, even when she won, she really didn't.
It really sucks and I truly feel for her.
