I think all one really needs to do is review the first four episodes to get the basics on writing Naomi.

Those were what made her my favourite character back then, and critics noticed right away that she was the most layered.

The problem is that ever since then, she's been mostly about comedy, with a bit of drama mixed in -- when it should be the other way around.

I don't think she should be all about drama (I liked the "I love you just as much as you love me" speech), but it's no coincidence that the most interesting Naomi episodes are mostly dramatic.
