We know Chibs was excommunicated when Keri Ann (Kerrianne?) was little, and I'd assumed she's now between 17-21 (I don't think it's ever been said her exact age, tho Q'orianka Kilcher is 21), that's at least 10 years, maybe 15, and Tara was gone for 10, so yeah, it's possible they've met.
