My theory: 4 of the Asbo 5 are somehow killed. During that event, Simon absorbs the powers of the dying 4. This would explain his ability to travel back to the past like Curtis. Would also explain why Alisha's touch has no effect. Think about it... he has the same power, so their touches cancel each other out.
