Oh he ADORES her alright!
But Leo does respect Steven and Sam's relationship if you really look closely, sure he teases the hell out of Steven, but it's more of the type of teasing that says, "you better take good care of her because if you don't then I will"
He loves Sam, but he knows Steve/Sam are happy together, so he'll always try to annoy Steven, but he really just plays it to tease and keep Steven on his toes.
