Photoshop.
Well, at least I use that. You could use Paint too, but I don't like it that much.
In PS you open the picture that you want to 'iconize', select the part you want as an icon (make sure it's pretty much square), copy or cut, then open a new, empty file, & then you get to see sizes, eg. 412 x 460. Then you'd keep 412 & change the 460 to 412. You click okay & then paste on the white file you have. Then resize it to 100x100. If that makes sense?
That's at least how i do it.
from there on you can add some text or effects...
Oh & make sure to save it as png, in the beginning i used to save it as JPEG & everytime i uploaded it to
the quality would be horrible.
