That's an idea. Another idea I had is that they keep what's going on, and there are definitley death threats and someone out to kill Billy, and that is what sends Axel back. To find out who wants to kill Billy and try to keep him alive. Along the way, they get Taggart out of retirement to help because, well, because it's Billy!.
