I wouldn't exactly say Illryia is weak now. She is still pretty powerful. Maybe as powerfully strong as Angel? Angel couldn't beat Hamilton either until he drank his blood. She doesn't have the power of slowing down time, but she still has other abilities, a lot of knowledge, and a lot of strength.
As for Willow, if she knew how to control her magic then she would be the most powerful. She'd be more powerful than Buffy. But she doesn't have control of it. Maybe the btvs finale indicated that she now had control, who knows. I don't go by much of what happened in that episode because it seemed a little too easy.
