Shelly went topless (I think) because everyone at THH sees her as the "clean teen" girl always wearing that "shirt." Not wearing the shirt is just a way to like, "reveal herself" (as in whats behind the shirt) and it said "teen" because mouth got to know her more, behind the
clean part. Made sense to me.
As far as Nathan, his was a little more random, but I chalked it up to Peyton's artistic side, in that it looks cooler with his shirt off. Not to mention hotter. And any excuse to show that boy's chest is fine by me.
