I don't understand why this discussion has gone on so long.
Haley slaps Rachel. So what? Brooke has slapped people. Peyton has slapped people. If my memory serves me correct, there weren't hours of long discussion on whether or not those slaps were justified. It's not like this is OOC for Haley. Sure, she doesn't go around getting into fights with people, but it's not like she hasn't shown she can't get pushed over the edge.
