I'm not sure if it was that "normal" of him to expect these things since he knew what he was getting himself into when he fell in love with Brian, he knew how Brian was - how he was dealing with his feelings, how he was reacting. He simply knew Brian better than this. I dunno in S1 the simple hug or question on going out of state to study was enough for Justin to understand that Brian cares about him and the fact he isn't verbalizing his feelings doesn't mean he doesn't have them... It's like he forgot the Brianese in late S2. And with Brian keeping pushing him away for his own good it was pretty obvious they would end up unhappy and broken up...
