I thought he was talking about Season 4? Because they were lucky they got that tbh.
In Season 3...I remember a fan asked Noga how many episodes there were and she was like "I don't know for sure" or something like that. So...that implies to me that they thought they were getting more than 13 and their writing reflected it.
