Because it's The WB, and they weren't sure how to not stick to The WB/CW formula that had been used on other shows.
Yes, but only because the writers were making him hold himself back. As long as they considered Kristen the female lead, they didn't want her to take a back seat to Alison, or Erica, or anyone, which is NOT how you're supposed to write a television show.
