Undeniably so.
The only reason I favored them over Clark/Lana was because we always knew how Clark/Lana were fated to end early on. But Clark/Lois are destined to be, and Clark/Chloe were a total wildcard where we had no idea where they might go, so those were the more interesting pairings for me. They also both fit into his "Superman" storyline much better.
