I am not convinced that ASP ever intended for them to be actually physically together at the end. I think it was at that ATX reunion she said she wasn’t supposed to end with any of them, and in the revival that’s exactly what happened.
Her plan from the very beginning was that Rory was going to end up in a similiar situation to her mother and the story starts again, this time with Rory, Jess, and Logan. I agree though that it is heavily implied that Jess is the one she is meant to be with. We were just never going to see it play out…which is an absolute bummer
