In s8 they would have loved to find someone for Sebastian as well, and also cover more of Carter & Hannah being an item. They said that they could see chemistry between the actors, that's why they decided to go for it...
Also, they seemed to be opened to any future collaboration with the remaining NCISs... There was something about 'never say never'...
