Yep, they probably had the arc of her being a bit close to Angel again and having the issue in her job over supernatural events as her exist storyline when she had informed them she was leaving for L&O... just speculation... it would make sense though and I like her ending because she was starting to be written a little bit annoying, especially the first few episodes of season 2.
I think after Angel bit Kate to save her life, things started changing for the better.
