Jason was a little boy who supposedly drowned in Crystal Lake back in 1959 or something. The movie takes place in 1980, and the killer is someone who is taking revenge for Jason's death, but not Jason himself.
Originally Jason wasn't supposed to even be in the movie, they added him in to the end for that classic jump scare.
But the killer in the first film was his mother, who heard her son Jason's voice in her head telling her to kill people, kind of like Norman Bates from Psycho in reverse.
