They twice travelled into the the 20th century that way. They evben had a time travel instruments on the bridge where they'd set the year they wanted to travel to.

It was part of the navigation console. I assume that rodenberry thought that since they can travel faster than light they can also time-travel. They just wouldn't use it in most situations bc it's too dangerous to mess with time.
