No, he definitely looks uncomfortable. It's the eyes. ECO's eyes get much wider when he's surprised. His eyes are much more in line with uncomfortable Deeks.

As the clip ends, his eyes seem to dart everywhere and look at her like he has no idea what to do.

I'm pretty sure if Arc was kissing her, he wouldn't react like that. Heck, if I were kissing her it'd still be more into it than Deeks

In my opinon, Deeks looks completelly taken aback by this kiss. It looks like he and Kensi were talking (maybe about the mission?) and you can see someone coming in the back near the door, so she probably jumped on him, like a reflex, to pretend they were making out in this room, to keep cover, and Deeks was probably not expecting a full-on mouth kiss at all during this mission. So yea, it's understandable that he may looks surprised. I'm sure Kensi is gonna regret this kiss right after (or maybe not) ^^
