The person used some curves to make it bright... or are you looking to actually do a gif?

I was talking more like how to change the background color like that in to pink/blue with the background still pretty "clear"... if you know what i mean

but I think I have a hint lool I think they change the background as we do with icons/images but put the "blending mode for the layer" as "color" maybe ?! Once i have some time I'll try

I think the colors are from the original image.. they probably used saturation mode to make it bright like that.

I've updated the OP to make it more appealing. Let me know what you think. I worked on it for like an hour.
