Hard to say. That might not be a filming sequence. We know he was wearing a wig in the one scene with Morpheus.

linnki, definitely not wearing the wig for filiming in the pics above, confirmed by people watching the scenes being filmed, but I read he wore the wig for a night scene later, so I don't know what is going on

Hmm, maybe they're at different times in the story. Maybe "wig on" is right when the season picks up and then, for some reason in the story, he has to cut his hair? Payment to Morpheus, the price to bring Belle out of the sleeping curse? I don't know why Morpheus would want his hair, but, hey, maybe the hair of the Dark One has some magical property!
