Yeah I think so. It seems the Clave is restricting the contact between Downworlders and Shadowhunters judging from the recent episode. Plus it looks like Izzy is stuck in the Institute for the time being.

I think Alec sneaked out of the Institute. But maybe because of what happened last season with Izzy, they are keeping a closer eye on her

or maybe there needs to be someone inside in the Institute since everyone is gone.

Since I rewatch it, they allow to go out, but not Clary and her mom since they are stuck in the institute.. I was like ahh, thought so since I miss that part..

Okay. I guess Clary and her mum aren't allow because they are related to Valentine so that makes sense. But I still think Izzy is staying in the Institute to keep an eye on everything.
