The only person I could think of reading the books that can pull off that kind of crazy was Hannah Murry (Cassie from Skins) though she doesnt fit the description lookwise so I dunno

Hannah Murray can do the crazy thing good, but I can't see her as Annie. I have seen a lot of people use Emmy Rossum as Annie.

Well Annie is around the age of 18-24 and Emmy is around 23-24? Yeah I think Finnick is around 24-25?
