Tracy Taylor: From the video it's clear that sexual harassment can take many forms in the work place: a coworker with "elevator eyes" looking you up and down, a coworker shows you a cartoon or picture of a sexual nature...
Tony: [to Ziva] If you're lucky.
Tracy Taylor: a coworker's hand "accidentally" brushes up against your body.
Ziva: [to Tony] If you're really lucky.

Tracy Taylor: Physical contact can be devided into three categories [clicks on the screen]: Green Light includes normal behaviour. Yeallow Light includes borderline behaviour, such as hugging someone or... [Abby raises her hand and gets up] Yup.
Abby: What's wrong with hugging people? I hug people all the time.
Tracy Taylor: You may see it as friendly but your co-workers may find it offensive.
Abby: [looking around] You guys get offended when I hug you?
Group: No, no... Never. No.
Abby: I'm hugging you all in my mind right now.

Tracy Taylor: DOD policy is very clear about this point, Miss. You must first ask permission before making physical contact with a co-worker.
Abby: Like, every time?
Tracy Taylor: Yes.

Tracy Taylor: And finally there's Red Light behaviour, like deliberate, unwelcome touching. [Ziva licks Tonys ear and he jumps up. The counselor looks at him] Another question?

Tony: What if you slap someone in the back of the head like this?
[slaps the back of McGee's head. McGee hits him back] Would that be considered inappropriate behavior?
Tracy Taylor: Absolutely. Are you saying that this has actually happened?
Tony: [pause and looks at Gibbs] No, I was just wondering. That's all.

Jimmy: [lifting his hand] Uh, what if, part of your job includes, touching naked people and...
Tracy Taylor: [quickly] Oh, that's inappropriate at any time!
Jimmy: Even if they're dead?
Tracy Taylor: Why are you touching dead naked people?
Jimmy: See, I work in autopsy...
