Hey Sean! Nice to meet you. I'm OK with the True Love speech too. I don't think it is rushed either, at least from a logical perspective. After months of not being together, the whole Naomily situation was tense enough to not break at some point (thanks to Mandy being all ****ty towards Emily). But from a writing perspective, as a viewer you have to infer a lot of things in between the rooftop and the reunion, especially on Naomi's side. That's why I understand people not being completely fine with how the couple was handled thorugh the season. Ellipsis are handy and solve many writing problems sometimes, but with those awfully insular episodes, they really don't help. They really don't when a pivotal character, the one who triggers the main plot of the season and affects two other characters (Emily and Cook), hasn't her own episode. Having said this, the TL speech, itself as a piece of writing, it's genious and fits with the whole Naomi's arc through the two seasons, it just it lacks a bit more of build-up onscreen.
