Given that we saw the exact same behavior from the EMH's human creator and template, Dr. Zimmerman, it's less ignorance and more ambivalence, IMO.

Since we're kind of talking about the characters at the moment, I want to say that I honestly think Voyager's entire roster of main crew characters, on the whole, were given their due in the end even if that might not seem to be the case on the surface.

That's one explanation for it. Also, the EMH was designed to cope with emergency situations, so a compassion sub routine wouldn't have been a priority.

Dr. Zimmerman and the EMH are characters of the same archetype as Cordelia Chase circa her time on Buffy the Vampire Slayer in that they're aware of how their bluntness makes them appear and don't care.

I base my judgment of Voyager's Main Characters and their overall handling on the structural tenets of the Procedural genre, and according to those tenets, every character had sufficient focus and development, on the whole, regardless of how prominently or not prominently they were featured at any given point during the course of the series.

Oh how I am starting to find am missing Trek and this one growing up was my favorite out of the 3 of TNG/DS9/VOY I fit them into their own era considering at one point 2 of them were airing at the same time and was TNG still on when VOY premiered either way TNG movies were when VOY was airing
