Kate Mulgrew is voicing Janeway for Prodigy, so she may well be interested, if she was offered the opportunity.

It was a bit of a surprise, especially doing it in front of the crew. In TNG they might have disagreements but they would always talk it out and in private.

Agreed, Picard is used to being the one giving the orders, not the one making suggestions.
