It seems Mac and Harm are never at the same place, at the same time of their relationship.

It has taken a long time. It does seem that way, I mean they used to be so insync, but now they are just keeping things from each other and they both love each other, but they just can't seem to make it happen. There's always something in the way.

During Season 9, I didn't have an issue with it but yeah it's starting to get me a bit upset as well.

Yeah Season 9 it didn't bother me either. I just really like that season a lot.

I think it's upsetting because of what happened at the Admiral's retirement. I feel like that scene and moment put them on solid groud and Harm wants to be with her and start this life and family and so because she's still "Not ready" it's kind of like, he's making it clear how he feels. Take the risk, you know?

Yes, because she was the main one who told him to not just come at her when her back is against the wall or anything. And it seems for a long time, Harm has been showing signs of his love and it's not out of fear of losing her, its because of how much he loves her.
