The time to create that show would've been after Smallville season 5. Call seasons 6-10 "Metropolis."

Yeah, but he was spending more time in Metropolis and the Daily Planet than in Smallville by season 7 and 8. We hardly saw anything of Smallville aside from the Kent Farm.

The only part of the Talon we saw was Chloe and Lois' apartment. By the later seasons, we hardly ever saw the coffee lounge.

But that apartment is still in Smallville. And, what about Tess in The Luthor Mansion. That is also located in Smallville!

Well, I'm guessing that once the story moved to Metropolis, it was cheaper to film on the Metropolis sets in Vancouver than always film in that town that doubled for Smallville. The only on location area they really needed was the Kent farm, since the interiors for the Kent house and the apartment above the Talon were all in-studio and not on-location.
