Back then, it was legal for them to have the apartments or houses for prostitution during that time.. So some landlords can get profits and some told them the rules..

Yeah which that's why some landlord strict to make sure that they won't allow men to come for sex..

IKR? I like history as well and learning about how we lived back then.

Gosh I had no idea it was like that back then and that's why they didn't allow men. My initial thought was just that the landlord was conservative.
