Ah you mean the Polyjuice Potion? I don't think it has a side effect because the potion wears off. And once it wears off, you can always make another one (though that'll take weeks or I think months to make one).

Good question. I Google-d it and they didn't say when it was first concocted but the first usage was by Newt in 1927.

I'd probably make a lot if it takes one month to stew. It's a complicated potion to do which makes sense because if it was easy to do, then a lot of wizards would use it excessively.
