I think you have to learn it plus the correct pen to use? I'm not so familiar with it but it's difficult to write that way.

Hmm, and if they do know how to write using a quill which I assume they do. I don't think they have ballpens because that's a muggle thing.

Oh yeah, good point that it was very muggle thing.. But they don't use quill, right? Since I know that it could be consider as cheating in school..

There are different types of quills that they used. It says here that the Auto-Answer Quills are banned during written exams so they have to use another quill:

Auto-Answer Quills are magical Quills that most likely write out the answer to questions automatically. In 1996, they were banned during Ordinary Wizarding Level examinations at Hogwarts School of Witchcraft and Wizardry.
