The story about them was only told via a backstory in the book so not much detail into it but this was around the time James & Lily were still alive.

It was all after Hogwarts and James & Lily were already together when the OG Order was formed so most likely early adult life.

I think when they were all at Hogwarts, Voldemort wasn't that much of a threat yet but he was already around and the Ministry is aware of that.

It's a mixture. It's not entirely good but it's not entirely bad. We have the likes of Umbridge there who abuses her position but we also have good ones like Kingsley Shacklebolt.
