Why does a pack of crows flying late in the afternoon scary? Horror movies made them scary.

Also the students wore their Hogwarts robe all the time (when they're at Hogwarts or in class) so in terms of costume, they saved a lot on the outfits overall.

If they don't have classes, there's no need. But if they do, they have to wear them of course.
