In the muggle world, yes. I've forgotten why Voldemort decided to attack that day but Peter Pettigrew helped a great deal for Voldemort to carry out his plan of killing the Potters.

That's true. Halloween is the perfect occasion to get a bit crazy so most people/muggles are distracted and Voldemort knows that.
