Yes, Lucius really looked haggard by the time we see him in DH. Which is really understandable because he deals directly with Voldemort since his resurrection in GoF and obviously Voldemort is threatening him with his life (and family) if he does't follow him.

Of course they do and even if they are what they are, they do love each other. Lucius and Narcissa are not ideal parents but they would do anything for their family.

I think she is too. But she's a Malfoy and they don't like Muggles so there's that stigma that comes with her + being Bellatrix' sister. Her character is someone you either don't care for or understand/sympathize with.
