But what if they know how to do it? For example, I'm sure Hermione can make liquid luck on her own. I don't know how long that takes although I think it doesn't take months like the Polyjuice Potion.

I think the basic spells are taught at wizarding schools. Anything you learn from outside that isn't taught at school is most probably illegal or taught to you by another wizard. That's a good question btw.

Same especially if it's a potion which might take days to do. I think you can do it at home if you have all the ingredients. And of course if you have a wand, then you can do magic.
